Summary

The Engineering Division of Charlotte Water (CLTWater) is seeking a Chief Construction Inspector within the Rehabilitation and Operations Support Group (ROSG). CLTWater's ROSG team is responsible for managing projects that support the maintenance and rehabilitation of the existing water and wastewater treatment facilities. Projects that the ROSG team works on include a mix of rehabilitation and small to mid-sized capital projects implemented in CLTWater facilities each year. These facilities include 7 wastewater treatment plants, 3 water treatment plants, and 78 wastewater lift stations in addition to approximately 9,051 miles of water distribution piping and wastewater conveyance.

The Chief Construction Inspector will be responsible for observing construction, documenting progress, and identifying deficiencies; coordinating construction with others; participating in all project phases from design and specifications review to on-site material checks; overseeing a variety of projects, and presenting solutions to problems. This position is responsible for monitoring, inspecting, and administering construction contracts; ensuring compliance; and serving as a liaison with engineers, contractors, internal staff, and government/non-government entities.

Major Duties and Responsibilities

•Monitors contracts and inspects construction for water and wastewater treatment plants and pumping stations for compliance with contract documents.

•Coordinates with plant personnel to minimize construction impact on existing plant operations.

•Maintains project documents and documentation.

•Attends required meetings.

•Inspects critical assets.

•Meets with contractors, consultants, and CLTWater staff regarding current and future projects.

•Responds to project-related complaints from the public and internal customers.

•Assists consultant engineer's resident project representative and CLTWater Project Manager with inspection and construction administration duties.

•Assists in preparation of record drawings.

•Assists in preparation of punch lists and follows up to verify completion.

•Participates in final inspections.

•Assists with inspection and construction administrative functions.

•Coordinates and performs related testing.

•Performs other related job duties as assigned.

Knowledge, Skills & Abilities

•Minimum of five years construction inspection and administration experience.

•Knowledge of construction of water and wastewater plants.

•Skill in communicating, both verbally and in writing.

•Ability to notice details and deficiencies.

•Ability to work with diverse teams.

•Ability to qualify for a City Driving Permit is required.

•Experience working with Microsoft Office Suite, ArcGIS, and PDF editing software (Adobe Acrobat or Revu Bluebeam).

PHYSICAL DEMANDS:

The work is light work and requires applying 10 pounds of force frequently and exerting up to 20 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: balancing, climbing, crouching, manual dexterity, grasping, hearing, mental acuity, speaking, standing, stooping, talking, visual acuity in data/color/ observations/ equipment/ inspections, and walking on uneven surfaces.

Preferred Qualification

•Bachelor of Science in Engineering Technology (B.S.E.T.) degree or associate degree in engineering or construction Technology

•Considerable experience in construction/inspection of large diameter water transmission and sewer collection lines, and complex structural, plumbing, HVAC, electrical and/or instrumentation construction, particularly related to municipal water and wastewater treatment facilities.

Minimum Qualifications

•High School graduate or equivalent and seven (7) years of experience in operating construction/inspection of complex structural, plumbing, HVAC, electrical, and/or instrumentation construction; and operating sewer or water treatment plant, preferably related to municipal water and wastewater facilities.

•Associate degree in civil engineering technology or related degree from an accredited school and five (5) years of experience in operating construction/inspection of complex structural, plumbing, HVAC, electrical, and/or instrumentation construction; and operating sewer or water treatment plant, preferably related to municipal water and wastewater facilities.

or

•Bachelor's degree in civil engineering technology or related degree from an accredited school and five (3) years of experience in operating construction/inspection of complex structural, plumbing, HVAC, electrical, and/or instrumentation construction; and operating sewer or water treatment plant, preferably related to municipal water and wastewater facilities.

Licenses, Certifications, or Registrations:

•Requires valid driver's license.

Conditions of Employment
