Job Description
The Manager of Facility Maintenance directs the VIA facility maintenance operation with a
staff of subordinate foremen, skilled repairpersons, and unskilled workers in a Union
environment. The facility maintenance operation includes the scheduled and unscheduled
mechanical maintenance and cleaning of all VIA operated facilities and bus patron
amenities.
Responsibilities
Ensures all VIA facilities are operational, comfortable, safe (accident hazards), appealing,
and clean for patrons and employees.
Prepares and ensures adherence to the facility maintenance budget. Conducts facility and
equipment repair/replace cost analyses. Prepares cost/benefit analyses for planning and
contract proposal evaluation.
Responsible for the effective and efficient operation of a preventive maintenance program
for all VIA operated facilities, passenger amenities, and industrial equipment. Responsible
for the accurate and detailed recording and monitoring of all facility maintenance related
activities and expenditures using available maintenance tracking software.
Responsible for all facility maintenance related planning. Coordinates work permits and
schedules with outside governmental and public utility agencies. Coordinates with architects
and engineers during new facility and facility rehabilitation planning to ensure all operational
requirements are addressed in the design process.
Prepares specifications for facility maintenance related service contracts. Prepares
procurement specifications for facility, industrial, and vehicle maintenance related
equipment, materials, and supplies. Negotiates matters affecting professional service
contracts. Ensures contractor and vendor adherence to contract terms, schedules, and
quality expectations.
Provides engineering and technical support to subordinates and staff outside of the Facility
Maintenance Department. Coordinates efforts with VIA safety, security, and environmental
personnel.
Responds to facility related issues raised by internal and external customers, property
owners, and vendors. Makes facility maintenance related presentations to internal and
external customers.
Responsible for staying abreast of the latest developments in facility maintenance related
technology, regulations, training methods, and repair procedures.
Responsible for the proper administration of all VIA and Maintenance Division policies and
procedures within the Facility Maintenance Department.
Responsible for addressing all Facility Maintenance employee issues to include: staffing
analyses, hiring, training, supervision, scheduling, counseling, safety, discipline, morale, and
productivity. Supports VIA’s EEO and Diversity Programs.
Responsible for ensuring all Facility Maintenance activities are compliant with the
Memorandum of Working Conditions of Hourly-Paid Employees. Addresses Facility
Maintenance related labor issues with labor representatives.
Stays abreast of first-aid, safety, and hazardous material regulations and procedures.
Reviews accidents and supports accident prevention programs.
Supervises and schedules large-scale facility, amenity, and equipment maintenance
operations. Develops, implements, and monitors facility maintenance procedures and
standards for subordinate employees. Responsible for identifying and requisitioning cost-effective replacement parts, materials and supplies necessary for facility maintenance operations.
Responsible for implementing and monitoring, energy and water conservation programs
along with recycling programs. Ensures compliance with all facility related safety and
environmental regulations. Promotes safety and good housekeeping throughout VIA.
EDUCATION AND EXPERIENCE:
Bachelor’s Degree in Mechanical Engineering, or related field and at least five years’
experience in facility maintenance, construction, and project management or an equivalent
combination thereof. Registration as a professional engineer is desirable but not mandatory
ADDITIONAL REQUIREMENTS:
Thorough knowledge of the theory, methods, materials and supplies used in facility
maintenance activities and construction science.
Thorough knowledge of safety hazards and accident prevention methods common to facility
maintenance programs in industrial, office, public facility, and outdoor (city street)
environments.
Must be able to understand and carry out oral and written instructions.
Must be able to plan, assign and supervise the work of subordinates.
Must be able to prepare and maintain records and reports.
Must be able to travel to remote VIA facilities.
Must be able to maintain professional and effective working relationships with VIA
associates, subordinates, vendors, and representatives of outside agencies. Ability to
persuade actions from personnel at all levels of the VIA organization and individuals outside
of the organization using considerable tact, discretion, and professionalism.
Must have a valid Texas driver’s license.
Must be capable of operating on a 24-hour per day, 365-day per year on call basis and be
prepared to report for duty at any time if required.
Must be able to maintain good work attendance.
