Program: Children's and Family- IOSS

Pay Range:$37.60- 40.67 Hourly

Location: The Dalles, Oregon (This position will serve all three counties: Hood River, Wasco, and Sherman County)

FTE: 1.0 FTE (37.5 hours per Week)

FSLA Status: Exempt

Description The Clinical Supervisor is responsible for managing individual program segments within a larger program, and for providing supervisory leadership to staff in the delivery of program services. This position assures that staff meet all requirements for clinical and program standards as prescribed by the agency, state or other governing body. It evaluates staff competence and training needs while providing professional instruction and guidance, and it conducts annual performance evaluations, resolves conflict as appropriate and provides positive leadership. The Clinical Supervisor works as part of a team and approaches work with clients and staff from a trauma-informed, strength-based perspective, and it works collaboratively with a variety of community and internal stakeholders to ensure the best possible treatment for clients. With the high prevalence of trauma among individuals receiving mental health services, the Clinical Supervisor is required to understand the effects of trauma on health, relationships, coping and other aspects of the lives of those we serve.

This position assumes supervisory leadership for Intensive Therapeutic Care Coordination Services (ITCCS) and program outpatient clinical services and provides clinical supervision to associated staff. This position may also provide consultation on crisis response calls involving youth and may provide professional services as needed.

Responsibilities Ensure that service delivery and team functions are being carried out in an effective, professional and trauma-informed manner that are in keeping with the mission and vision of MCCFL. Manage staff schedule to ensure adequate coverage, effective and efficient utilization of resources and ease of access to services. Consult with manager to develop systemic plans for optimal coverage.

Provide direct supervision to assigned staff. Train and coach staff; provide professional consultation; monitor caseloads. Collaborate with manager in the development of job descriptions. Interview and recommend applicants for hire. Manage staff performance including performance evaluation, skill development, and corrective action. Provide individual supervision to each staff member in assigned program. Facilitate team meetings; provide in-service training; encourage ongoing training of staff. Collaborate with other MCCFL programs to incorporate relevant intra-agency information into supervision.

Review and evaluate assessments, treatment plans, diagnosis reviews and progress notes in accordance with State standards; recommend resource allocation to ensure delivery of quality treatment services; provide guidance and support in the use electronic medical records systems; assist in quality assurance/improvement functions within the team.

Ensure that program staff meet minimum client service productivity requirements as may be set by the Agency to meet requirements of outside funding and/or reimbursement sources.

May administer intelligence, psychological and other behavioral tests within scope of professional qualifications, as assigned. May interpret results of clinical evaluations for community agencies and/or apply results to individual guidance.

Provide feedback on general program operations in order for Clinical Manager to work on program, policy and procedure development to satisfy needs of clients and community partners. Provide behavioral health consultation services to other community agencies and professionals, such as schools, State, County or local health organizations, Courts, law enforcement agencies, attorneys, medical professionals and clergy.

Participate in required, clinically relevant, meetings and committees that may include Systems Integration, All-Staff Meetings, Clinical Planning and Supervisory Team; may participate in other committees as it relates to program services.

Participate in rotating, on-call crisis services supervisory role for up to one-week periods, including telephone consultation, crisis intervention, community collaboration and screening.

Adhere to mandatory abuse reporting laws and HIPAA requirements; understand and abide by federal regulation of Alcohol and Drug information, 42CFR Part 2 and HIPAA regulations for client confidentiality.

Qualifications If not professionally licensed (LPC, LCSW), incumbents in this classification must meet requirements as a Qualified Mental Health Associate (QMHP) and be certified as such by the Mental Health and Addiction Certification Board of Oregon (MHACBO).

Master’s degree in psychology, social work, counseling, or related field and appropriate state license or certification (if required) AND three (3) years’ professional experience in behavioral health counseling AND

One (1) year of experience providing supervision to other clinical professionals.

Professional licensure in the State of Oregon as an LCSW or LPC, or ability to obtain licensure within two (2) years of hire.

Certified Alcohol and Drug Counselor II may be required for some positions.

Incumbent must obtain certification from the Department of Human Services as a Mental Health Investigator and Mental Health Examiner. Incumbent must keep certification current and in good standing.

Certified Alcohol and Drug Counselor 1 is strongly preferred.

Bilingual fluency Spanish/English is preferred.

Must possess a valid Oregon or Washington Driver's License, maintain an acceptable driving record and be insurable for client service purposes and for travel between business office for meetings and/or trainings. (An alternate source of reliable transportation may suffice.)

Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 407-007-0200 to 407-007-0370.

Ability to respond outside of regular office hours as assigned; ability to carry after-hours telephone.

Other Required Knowledge, Skills, and Abilities Knowledge: Knowledge of the principles and practices of staff supervision and performance management; knowledge of co-occurring disorders and treatment services; knowledge of community health services and the relationship of mental health disciplines to the field of community psychiatry; knowledge of techniques, tests and procedures employed in evaluating and modifying behavior; knowledge of Substance Abuse Disorder etiology and treatment; knowledge of laws, rules and regulations governing the assessment and treatment of mental health clients; knowledge of clinical manifestations and patterns of substance abuse disorder and associated treatment methods and practices; knowledge of group dynamics and group therapy; knowledge of staff scheduling; knowledge of staff interviewing and selection processes and procedures.

Skill: Skill in the use of computerized medical systems; skill in the use of standard office software. Strong clinical supervisory skills.

Ability: Ability to understand and effectively apply the concepts and practices of a trauma-informed philosophy in performing the work. Ability to provide effective clinical supervision, leadership and guidance; ability; ability to understand and apply the principles of cultural competency; ability to work effectively in diverse communities; ability to interpret and apply relevant laws, ordinances, rules, policies and procedures; ability to analyze data, draw logical conclusions, and make appropriate recommendations; ability to write cogent and professional reports, correspondence, proposals and presentations; ability to maintain a strong service orientation and to work effectively on multiple projects; ability to organize and execute work effectively under the pressure of time-sensitive deadlines; ability to speak before groups of various sizes; ability to work with grace and good humor under pressure; ability to perform effective work both independently and as a team member; ability to work cooperatively with other departments and community partners; ability to communicate effectively, both orally and in writing; ability to establish and maintain harmonious work relationships with co-workers at all levels of the organization, consultants, contractors, community partners, and consumers.

Leadership Received:

This position works under the supervisory leadership of the Clinical Services Manager.

Leadership Exercised:

Depending upon program, this position provides supervisory leadership to a variety of lower-classified service providers including Mental Health Specialists, Case Managers, Care Coordinators, Service Coordinators, and Peer Coordinators.

Physical Demands:

The Clinical Supervisor must have the ability to quickly assess and respond to concerns related to interpersonal and environmental safety. The Clinical Supervisor must have the ability to support and assist the team in providing safety to all clients and staff in potentially risky situations.

While performing the essential duties of this position, the employee is regularly required to use office automation including computer and phone system that requires fine manipulation, grasping, typing and reaching. The employee may be required to sit or stand for several hours at a time, depending on environment and need. This position may occasionally be required to lift up to twenty (20) pounds, and to kneel, reach, bend or squat while in the office or in the community.

Work Environment:

Work is performed in various settings, including office environment, community settings and other agency stakeholder facilities. The office environment is typically with moderate stimuli and may often result in exposure to increased sensory experiences. Community settings, such as residence, schools, police precincts, respite facilities, hospitals and other public spaces may pose additional risks or discomforts which require safety precautions. The Clinical Supervisor is expected to perform work responsibilities in the same settings in which employees are required to work.

Daily routines may be frequently hectic and may require the Clinical Supervisor to perform any or all of the site's functions and, on frequent occasions, performing the tasks of other supervisors and employees as needed. Meal periods, breaks and scheduled supervisions are subject to interruption.
