Job Corps is the largest nationwide no-cost residential career training program in the country and has been operating for more than 50 years. With a mission to "attract eligible young people, teach them the skills they need to become employable and independent, and place them in meaningful jobs or further education," the program helps eligible young people ages 16 through 24 complete their high school education, trains them for meaningful careers, and assists them with obtaining employment. Job Corps has trained and educated over two million individuals since 1964.

Position Summary

The Mental Health Consultant reports to the Health and Wellness Manager. Develops, implements, and monitors the Mental Health Program to include staff development, mental health counseling of students, TEAP program counseling, according to the Job Corps federal regulations and the Policy and Requirements Handbook. Demonstrates on-going commitment to preparing young people for the workforce by modeling, mentoring, and monitoring excellence in the eight Career Success Standards of: workplace relations and ethics; information management; communications; multicultural awareness; personal growth and development; career and personal planning; interpersonal skills and independent living.

Position Functions

Demonstrates and abides by Aleut Core Values and operating principles.

Responsible for the development, implementation and monitoring of the center's Mental Health Program, including supervision of all mental health interns and employees.

Advises the Center Director and Health Services staff of all mental health matters.

Conducts staff development and training in the use of mental health principles and techniques.

Develops, schedules and documents weekly staff training as required by Job Corps regulation and the PRH.

Consults and promotes the coordination and integration of mental health with other center programs and activities.

Provides consultation with Health Services staff and all other appropriate staff concerning student mental health issues.

Develops constructive programs for meeting students' mental health issues and works with center disciplinary, maximum benefits, intergroup relations and the AODA prevention programs.

Documents and submits forms and correspondence to local, state, and federal agencies to meet all program requirements.

Ensures and maintains confidentiality of all records.

Issues and maintains Standing Orders on all mental health issues as required by the National Job Corps program.

Provides evaluation and diagnostic services to inpatient or outpatient students.

Provides limited psychiatric treatment as permitted by licensure.

Provides appropriate case information to center staff on a needs-to-know basis.

Arranges off-center referrals and treatments as needed according to National Job Corps directives.

Provides on-call mental health services for emergencies, 24 hours a day, 7 days a week. MHC may provide services by phone orin person. May choose arrangements for services on behalf of the center.

Provides documentation and referrals for students who are recommended for termination from the program.

Clearly communicates and consistently models appropriate CSS and employability skills including personal responsibility and computer fluency.

Maintains accountability of staff, students, and property, adheres to safety practices in all areas of responsibility.

Cultivates and maintains a climate on center that is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn.

Performs other duties as assigned.

Position Requirements

Licensed Clinical Professional Counselor (LCPC). or Licensed Clinical Social Worker

Active, unrestricted license to practice as an independent practitioner in state where Center is located and does not required supervision to practice.

Prefer Job Corps experience.

Valid State driver's license in the state of employment with acceptable driving record.

Additional Requirements

:Knowledge of mental health issues of disadvantaged youth. Ability to read, analyze and interpret professional journals, technical procedures, and government regulations. Write reports, business correspondence, etc. Ability to effectively present information and to respond to questions from management, government representatives and students. Strong assessment skills. Flexible work schedule. Ability to communicate effectively and relate to trainee population. Position requires an ability to operate office equipment. In addition, individual must be able to interact with team members and maintain an effective working relationship with all facility staff and departments.

Working Conditions: This position involves frequent standing, walking, bending, squatting, and kneeling. Occasionally, position involves sitting, stooping, carrying, and lifting up to 50 pounds. Applicant must be able to see, hear, and speak.

Environmental Demands : Position requires ability to spend 5% of work time outside and 95% of work time indoors; ability to withstand moderate noise levels, including voice levels 90% of work time; ability to work in high temperature settings during the summer months; and ability to work in low temperature settings in winter months.
