Job Summary:

ADEQ’s mission is to protect and enhance public health and the environment in Arizona. This position is responsible for overall management and day to day operations of Safety office which plays an important role in promoting safe and healthy workplace for the agency employees. As the safety manager, you will engage with several managers and technical staff throughout the agency to effectively embed occupational health and safety principles in their routine job duties.

This position may be available for remote work within Arizona (3 days per week in the office/hoteling).

The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. Across our many agencies, boards, and commissions, many State employees participate in the State’s Remote Work Program and are able to work remotely in their homes, in offices, and in hoteling spaces. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

This role provides strategic support and works closely with the leadership team in the entire agency. This position will report to the agency deputy director and manages the internal occupational safety and health program for ADEQ.

• Direct and supervise the safety office team.

• Support and advise environmental program staff and managers in the agency about employee safety matters.

• Resolve problems/questions from staff and managers regarding safety program policy interpretation, OSHA compliance and overall program goals/objectives.

• Manage the comprehensive agency-wide occupational health and safety program to prevent injury, occupational illness and damage to property.

• Assess facility and site inspections or drills, job hazards analyses, leading and lagging indicators, and other evaluations to identify hazards and potential risks.

• Assess the effectiveness of safety policies, standard works, and trainings applicable for the entire agency.

• Ensure our current Safety Programs adhere to the administrative, statutory and regulatory requirements and other health and safety laws. Motivate managers to continuously improve and engage their staff to embed occupational health and safety principles in their routine job duties.

• Support the safety programs such as ergonomic assessments, Personal Protective Equipment (PPE), medical monitoring and respirator fit testing, training, budget, etc.

• Oversee purchasing of training courses and supplies, following established policies and guidelines for state and agency purchases.

• Investigate incidents or accidents to determine causes and create preventive measures to be taken to avoid recurrence.

• Perform other duties as required/assigned.

Knowledge, Skills & Abilities (KSAs):

Knowledge of OSHA, ADEQ, ADOSH laws, ordinances, rules and regulations on occupational safety and health; of principles and practices of budget preparation and administration; of principles and techniques of employee training; of principles of hazardous materials and waste management, RCRA and OSHA classifications; of safety compliance and general liability risk management issues.

• Ability to communicate clearly, facilitate resolution of projects, problems; to plan, and implement a comprehensive health &safety program; to build and maintain positive working relationships with ADEQ employees and contractors.

• Ability to work with a diverse workforce at all levels of the agency professionally and with discretion.

• Experience with data management, reporting and developing metrics.

• A self-starter with a proven commitment to accuracy and service.

• A proven passion for strong customer service with interpersonal, written and oral communication skills.

• Strong problem-solving skills and attention to detail.

Selective Preference(s):

• Bachelor's degree in safety engineering, occupational health, environmental health, industrial engineering, or a closely related field.

• At least 5 years of program management experience in safety, accident prevention, environmental health, industrial hygiene or occupational risk management.

• At least 3-5 years of employee management and coaching experience in a regulatory agency, consulting, or industrial setting.

• Experience with continuous improvement, including Lean, Six Sigma, and others is preferred.

• Associate Safety Professional (ASP) or Graduate Safety Professional (GSP) or Certified Safety Professional (CSP) or equivalent certification is preferred.

• In State Travel is up to 25% of this positions time for supporting our field staff working outdoors.

• Experience in Safety management system such as ISO 18001 or 45001, data analysis and reporting software is required.
