CIVIL DEFENSE STAFF SPECIALIST IV (SR-22)

Independently performs a variety of tasks relative to the development, review and maintenance of appropriate plans and procedures pertinent to one or more functional areas of the emergency management program of the County of Maui; and performs other related duties as required.

Distinguishing Characteristics:

These classes are distinguished by their responsibility for independently performing a variety of tasks related to the development, review and maintenance of appropriate plans and procedures pertinent to one or more functional areas of the civil defense emergency management program which include plans and operations; hazard mitigation; resource management; and communications and technology.

Grade Level Standards:

Level IV: Independently performs a full range of assignments including difficult and complex projects relative to the development, review and maintenance of plans and procedures pertinent to the civil defense emergency management program.The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position. Reviews, develops and maintains plans and procedures for emergency response and disaster operations relative to one or more functional areas of the overall civil defense program.

Reviews Federal, State and County laws and policies in order to determine need for revisions or updating and makes reports and recommendations to the Civil Defense Administrator.

Orients, briefs, and provides training for governmental officials, community representatives and volunteers on emergency preparedness and Civil Defense operations, which include matters pertaining to the applicable functional area of expertise.

Compiles, organizes and maintains functional area documents, reports, studies, etc.; researches and coordinates functional area activities and projects.

Develops and maintains operational plans for the emergency communications and siren warning systems; oversees the maintenance, replacement, and upgrade of communication and computer equipment and systems.

Obtains and compiles logistics, supply, and resource management information from various departments and private organizations and prepares reports of findings for the civil defense administrator.

Coordinates and maintains damage assessment procedures, disaster assistance procedures and recovery operations procedures; coordinates the County's participation in state, federal, county, and private agencies assistance programs for relief of victims.

Participates in the research, procurement and administration of grants.

Participates in meetings and conferences on emergency management and preparedness.

Makes public appearances such as emergency preparedness presentations, Civil Defense displays and disaster related demonstrations.

Participates in the activation and staffing of the Emergency Operation Center; assists in the development, conduct, and execution of emergency and disaster exercises.

Subject to call 24 hours, 7 days-a-week to respond to emergency operating center or field locations during emergencies or disasters.

Training and Experience:   A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in public administration, business administration, or a related field, and for:

Level IV: three years of professional level experience in the development and maintenance of plans and procedures for one or more functional areas of the civil defense emergency management program.  T he functional areas include: (Plans and Operations) - the development, review and maintenance of emergency plans, procedures, and checklists; and the coordination and integration of such plans and procedures with various public and private agencies and organizations. This functional area also encompasses the planning and coordination of training programs for emergency response personnel and volunteers. (Hazard Mitigation) - the identification, analysis, development and implementation of plans and objectives for various activities and projects aimed at reducing or eliminating the probability of hazards and/or dissipating and lessening the effects of disasters. This functional area also encompasses participation in recovery operations that include preliminary damage assessments and participation in the Public Assistance programs. (Resource Management) - the development, review and maintenance of an emergency response program which involves identifying and assessing available resources within the County of Maui; coordination of procurement, distribution, maintenance and replacement of resources; and analyzing, organizing and planning logistical capabilities. (Communications and Technology) - the development, review and maintenance of a program to address critical communications and computer operational capability before, during and after a disaster; involves coordination, development of procedures and maintenance plans to address such things as communications equipment operations, siren system operations, alert and warning procedures, assessment of available technologies and the coordination and integration of such technologies.

License Requirement: Possession of a valid motor vehicle operator's license (Type 3).

Knowledge of: federal, state, and local civil defense laws, operations, and objectives particularly as they relate to the functional/specialty area assigned; Federal and State legislation affecting civil defense administration at the County level; geographic and topographic features of the Hawaiian Islands; principles and practices of program planning; research methods and techniques; government organizations, operations and functions; community resources; problems involved in the operations and training of personnel to meet emergency conditions; computers; principles of communications systems; report writing; public relations.

Ability to: develop and implement a program for the specific functional area assigned; formulate plans and procedures; plan and organize the activities of large groups of people; understand emergency response needs and assist in developing educational and training programs to meet those needs; conduct research and analysis; understand the functions of federal, state, and local civil defense programs; act decisively in emergencies; speak effectively and maintain cooperative working relationships with members of other agencies; supervise others during disasters; communicate effectively, orally and in writing.

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
