The United States Holocaust Memorial Museum is a federally chartered, nonpartisan institution that was created by the US Congress to serve as America's national memorial to the victims of the Holocaust and an educational institution dedicated to the history and lessons of the Holocaust. The Museum seeks to educate Americans from all 50 states and all walks of life as well as international audiences. The Museum has three areas of expertise: Holocaust remembrance, Holocaust scholarship and education, and genocide prevention.

Information about the role

This position is located in the Office of Finance at the United States Holocaust Memorial Museum (USHMM). Although part of the Office of Finance, the position is embedded within at least two of the Museum's program or administrative offices. The Finance Office is responsible for management and control of the Museum's financial resources and includes budget, accounting, payroll, travel, procurement, investments, financial reporting, and management reporting for both federal(appropriated) and donated/private (non-appropriated) funds.

The purpose of this position is to provide expert analysis, advice, and guidance for Museum financial management activities as the primary interface between the assigned Museum offices and the financial and administrative functions.

Duties, and Responsibilities for the role

Maintains the accuracy of the data in the budget system to ensure the approved operating budget is kept up-to-date.

Monitors status of funds.

Reviews financial reports to ensure that recorded expenses are properly classified and fundedfrom the appropriate sources.

Serves as the point of contact for updating, tracking, reducing, and reallocating funds.

Initiates and reviews requisitions for products and services, assisting with statements of work consistent with the Museum's policies and procedures.

Prepares, monitors, and maintains personnel budgets and explains variances as needed.

Tracks scheduled pay changes and works with management to initiate recommended pay actions.

Provides training, oversight, and coordination of the finance-related activities assigned to program and administrative support staff.

Maintains a complete and current desk manual with detailed instructions for finance-related tasks and the corresponding Museum policies and procedures.

Serves as an expert resource for: Office Heads and Program and Administrative support staff on financial and administrative matters, and Office of Finance staff on the needs and activities of the Museum's offices.

Troubleshoots vendor complaints; tracks timely payment of bills; and identifies procedural breakdowns and develops solutions.

Performs other duties as assigned.

Minimum Qualifications for the role

Experience with Enterprise Resource Planning (ERP) systems, such as PeopleSoft 9.0 or higher.

Experience in detailed short- and long-term budgeting (formulation and execution) and forecasting.

Experience with budget and forecasting systems/software, such as Anaplan.

Two years or more years of experience in the oversight, maintenance, or formulation of an annual operating budget.

Basic understanding of accounting, including general ledger coding of expenses and standard financial transaction processing requirements.

Initiative and Critical Thinking: Demonstrates ongoing interest in learning and contributes to organizational goals by taking greater responsibility than expected. Gathers, evaluates, and synthesizes information from observation and experience, to identify issues, recognize opportunities, and produce innovative solutions.

Delivery Excellence and Flexibility: Displays high productivity and delivers quality work, while maintaining a professional attitude, in order to meet stakeholder needs and advance Museum goals. Maintains flexibility amid new information, and adapts to changing priorities to carry out duties.

Teamwork: Works cooperatively with others, inside and outside the team/Branch/Division/Office, to accomplish shared objectives. Actively listens to others and presents own ideas clearly, concisely, and accurately in written and oral form.

Preferred Qualifications for the role

Undergraduate degree. Studies in accounting, finance, or business are a plus.

Experience with large and complex budgets preferred.

Knowledge of USHMM systems in order to locate and analyze financial data, prepare financial reports, and respond to data calls for organizations and program areas assigned.

Familiarity with Museum budgeting for and expending of restricted donation funds.
