The Integrated National Systems (INS) Engineering organization within the Payload & Ground Systems division of Northrop Grumman's Space Systems sector seeks a Senior Engineering Manager to assume the Engineering Business Partner role for the Space Surveillance & Environmental Intelligence (SSEI) Operating Unit (OU). The position reports directly to the INS Colorado Springs Engineering Site Director.
In this role, the candidate understands the goals and priorities of INS engineering and the SSEI OU organizations, ensuring and supporting excellent program technical execution, providing an independent assessment of program technical activities, and coaching program engineering leaders.
The selected candidate will assist the INS engineering organization in multiple activities and requires a broad engineering knowledge base in Systems Engineering, Integration and Test (SEIT), Software Engineering, Hardware Engineering, and Operations and Sustainment (O&S). The ideal candidate will have experience in Chief Engineer and SEIT Lead roles, and a strong background in engineering management, as well as the ability to work collaboratively with the SSEI OU programs.
Job responsibilities will include, but not be limited to, the following:
Primary engineering liaison between the INS Engineering Staff and the SSEI OU Director
Develop a fundamental understanding of the technical execution of key SSEI programs
Supports IPRS program Return to Green (RTG) activities for engineering elements and assists in tracking metrics related to engineering
Ensure program engineering leadership is driving technical RTG plans
Understand and support major program/proposal milestones and reviews including startup and independent reviews as well as coordinating engineering support staff
Brief INS Engineering Leadership staff on SSEI OU program execution and milestones
Perform management of a team consisting of Business Development / Capture staff
Drive common building blocks on programs/proposals
Review and approve OU-level ROMs and Proposals
Lead System Architecture, Affordability, and Risk Review (SAARR) and Comprehensive Engineering C-101 Assessment Tool (CECAT) OU-level analysis and documentation
Attend OU Director staff meetings.
Attend monthly Program Review Authority (PRA) meetings.
Solicit training requests from programs and assist with coordination of training plans/schedules
This position requires being onsite and does not support remote or hybrid work.
Basic Qualifications
12 Years of relevant experience with a completed Bachelor's-STEM degree; 10 Years of relevant experience with a completed Masters's-STEM degree; 8 Years of relevant experience with a completed Ph.D.-STEM [ completed STEM degree is required to be considered for this role ]
Must have a current/active Secret clearance with and active SSBI investigation and be able to obtain and maintain an active TS/SCI DoD security clearance [ US Citizenship required ]
5+ years of leadership experience in engineering or related technical fields
Has a solid understanding of the engineering development lifecycle across multiple engineering disciplines (SEIT, SW, HW, O&S)
Has knowledge and experience with digital transformation initiatives and development tools
Preferred Qualifications
Active TS/SCI security clearance
Master's degree in a STEM discipline with a minimum of 12 years of progressive technical experience in engineering
10+ years of leadership experience in engineering or related technical fields
Understanding of business development and capture strategies, Earned Value Management/Cost Account Management (EVM/CAM), program risk management, and technical, cost, and schedule impacts as they relate to managing engineering projects

Salary Range: $164,200 - $246,400
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
