Summary of Work
The mission of the Enterprise Architecture (EA) program is to facilitate business and IT alignment by creating, communicating, and improving the key principles and models that describe the branchs future state and enable its evolution. As new technologies are contemplated for adoption to support mission critical applications, an Enterprise Architect leads teams of technical experts that help ensure the technologies are appropriate for the business requirements, compatible with existing infrastructure and that technologies are deployed in an optimal configuration.
This Enterprise Architect position will provide critical program management and oversight of a portfolio of projects of the highest levels of strategic importance, and work in partnership with other Judicial Council (JC) IT Architects, senior JC leadership, and other branch entities on strategic branch initiatives to support the successful attainment of the Judicial Branchs technology goals and objectives. This is a new consultant request.
Minimum Job-Specific Skills/Qualifications Required (in order of relative importance: 10+ years experience in a senior management position directing complex large-scale technology programs and projects.
7+ years experience providing leadership and expertise during planning, forecasting, implementation, and identification of resource requirements for enterprise level programs and projects.
Experience directing teams of architects, programmers, analysts and testers in a variety of small to large-scale projects.
10+ years experience developing strategic and tactical goals and objectives and long range roadmaps for mission-critical systems, including cloud technologies, and the necessary standards and processes to support these goals and objectives.
Private as well as public-sector experience, preferably in state government.
Strong system analysis skills, experienced across the complete project lifecycle.
Familiarity with Information Technology Infrastructure Library (ITIL) based service delivery methodologies.
Experience with cloud solutioning and migration projects.
Experience managing programs and projects in an environment involving multiple datacenters: in-house datacenter, colocation datacenter, hosted datacenter, Software as a Service, and cloud datacenter.
Experience with migration of applications to the cloud.
Strong communications skills, having the ability to communicate well with all levels of staff -- both technical staff and executive management.
7+ years of vendor management experience.
Experience developing consensus with disparate groups, sometimes with competing agenda.
Experience developing enterprise technical policies for management consideration.
Additional Skills/Qualifications Desired:
Experience leading teams of technical experts and establishing a culture of innovation and excellence.
Experience performing program cost and procurement management functions.
Strong business acumen and the ability to determine return on investment (ROI) and Total Cost of Ownership (TCO) for both basic and enhanced functional requirements.
Experience managing high visibility programs or project portfolios with multimillion dollar budgets.
