About the Indiana Department of Education (IDOE):

Salary:

This position traditionally starts at an annual salary of $59,800. Salary for this position may be commensurate with education and job experience.

Role Overview:

The School Medicaid Specialist is a liaison between the state Education and Medicaid agencies. You will facilitate state budget-neutral recovery of federal Medicaid matching funds available for medically necessary services and Medicaid and medically related administrative activities that public school corporations, charter schools, and state schools provide for qualifying students. Because school corporations are atypical Medicaid providers, the IDOE School Medicaid Specialist provides public policy research, support for Medicaid coverage and reimbursement, and technical assistance for public school corporations that voluntarily participate in Medicaid claiming.

A Day in the Life:

Provide school Medicaid claiming research, analysis, and public policy support as well as stakeholder/participant technical assistance by:

Coordinating with the state Medicaid agency, stakeholders, and IDOE Legislative Affairs Director regarding policies to facilitate public school corporations’ recovery of federal Medicaid funding for school-based medical services and Medicaid administrative activities.

Collaborating with the state Medicaid agency to draft, update, and post-school user-friendly training and technical assistance materials regarding Medicaid claiming for school-based medical services and administrative activities.

Drafting and coordinating renewals of two IDOE-FSSA/OMPP school Medicaid-related memos of understanding, compiling required data, and drafting IndianaMAC biennial budget narrative.

Facilitating state-level interagency coordination to support timely and accurate funding projections and intergovernmental funds transfers as necessary to pay participating school corporations’ IndianaMAC claims and fund the state share of Medicaid reimbursements for covered medically necessary mandated school-based services claimed by School Corporation Medicaid Providers.

Researching, referring, and responding to school Medicaid claiming-related inquiries and concerns.

Training and coordinating with IDOE’s IndianaMAC Specialist on routine school-based Medicaid claiming contractor oversight, monitoring LEA participation, reviewing and approving quarterly IndianaMAC claim invoices, and completing tasks delegated to IDOE per IDOE’s IndianaMAC MOU with FSSA/OMPP.

Attending meetings of stakeholder groups, communities of practice, and advisory boards to facilitate school Medicaid outreach and enrollment, services delivery, and IDOE customer relations.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

Bachelor’s degree or higher, preferably in public policy, healthcare finance, or a related field.

At least two years of work experience in public health coverage programs policy or Medicaid program operations, or a related field.

Able to comprehend the intersection of Medicaid policy and IDEA, 511 IAC 7, and Rehabilitation Act of 1973 requirements for purposes of serving K-12 students with disabilities.

Demonstrates skill in relating to internal and external customers; is sensitive to customer needs and expectations.

Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works cooperatively with others to achieve overall goals.

Clearly and effectively expresses self in the presentation of ideas; comprehends oral and written information.

Works well under pressure; responds appropriately to stressful situations.

Maintains confidentiality of information or materials.

Establishes effective working relationships with coworkers, supervisors, managers, the public, and IDOE customers.

Provides timely and accurate assistance to IDOE customers and the public.

Possesses expertise in the use of Microsoft Office suite, including Word, Excel, and PowerPoint.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
