POSITION SUMMARY The Housing Advocacy Specialist is responsible to support and enhance the capacity of PCADV member programs via the coordination and administration of projects related to supporting survivors obtaining or maintain permanent housing, and systems advocacy throughout housing networks in Pennsylvania. The Housing Advocacy Specialist will also coordinate statewide efforts to train advocates and other professionals on the complexities of domestic violence as it relates to housing instability and homelessness; to act as a resource person for public agencies, PCADV subcontractors, and allied professionals.

ESSENTIAL DUTIES AND RESPONSIBILITIES Provide ongoing TA to domestic violence programs on the development and implementation of trauma informed and DV Housing First oriented housing services, with a focus on Rapid Rehousing (RRH) technical assistance.

Manage member program RRH projects across the Commonwealth and provide support as requested from member programs, mainstream homeless service providers and other systems as it relates to RRH.

Track and analyze data from member programs and statewide housing systems to identify gaps in service, informing PCADV’s housing strategy, regional and statewide needs, and support for member programs.

Support member programs with data collection technical assistance, run funder reports and submit necessary data points for all housing related funding streams.

Develop and maintain resources specific to systemic responses to domestic violence and housing. Participate in development of curricula, training tools and written materials, including manuals, model policies, procedures and protocols and white papers as identified in the strategic plan and by constituents.

Collaborate with Manager and staff to develop and implement an annual Training and Technical Assistance (“TA”) Plan assuring the plan is aligned with PCADV’s strategic plan, state and national emerging issues, best practices and the needs of PCADV constituents.

Provide training and TA to other stakeholders on housing policy and practices pertaining to domestic violence survivors.

Facilitate collaboration among various stakeholders including building relationships that connect member programs to housing systems.

Support Community Engagement Specialist with other systems engagement, as needed.

Represent PCADV on various boards and task forces, as needed. Implement additional projects of service to member programs, as needed. Complete programmatic and grant reports, as required.

All other duties as assigned.

SUPERVISORY RESPONSIBILITIES Although there are no direct supervisory responsibilities, this position assists the fiscal coordinator and the community engagement specialist in their responsibilities.

QUALIFICATIONS AND COMPETENCIES EDUCATION and/or EXPERIENCE Five years’ relevant experience and a 4-year degree OR relevant combination of experience and education is required. Prior experience working in a domestic violence program and specific experience with Rapid Rehousing, or other HUD Continuum of Care and/or Emergency Services Grant programs strongly preferred.

COMMUNICATION SKILLS Excellent writing and editing skills.

Excellent verbal skills and the ability to communicate with a wide variety of people and audiences.

Experience with meeting facilitation, training, and public speaking.

Ability to communicate effectively on the telephone and via virtual meeting platforms.

COMPUTER SKILLS The following computer skills are required for this position:

Knowledge on the intersections of domestic violence and access to permanent housing, and knowledge of various housing approaches, programs, and policies.

Must be able work well independently as well as the member of a team.

Initiative and ability to work beyond instructions that include written, verbal, diagram, or schedules.

Good problem-solving skills that deal with a variety of concrete variables in situations where only limited standardization exists.

Demonstrated ability to effectively handle multiple tasks at one time while working under pressure, manage time, evaluate progress, and adjust activities to complete work within established time frames.

Ability to exercise independent initiative and sound judgment to identify problems and propose workable solutions.

Ability to read and interpret federal and state regulations such as OMBCirculars.

LOCATION Residence in the state of Pennsylvania is preferred but strong candidates who are in bordering states (New Jersey, New York, Ohio, West Virginia, Maryland & Delaware) and are willing/able to travel in Pennsylvania will be considered.
