Educational Associate 12 month - Special Education Supports Under the direction of the Coordinator of Due Process, the Educational Associate- Student Support Services is responsible for facilitating and managing Child Find, Central IEP Teams and implementing Baltimore City Schools' policies and procedures pertaining to students with disabilities. The Educational Associate works to direct compliance/monitoring support and technical assistance to the IEP teams, participates in planning, developing, and implementing appropriate professional development to ensure compliance with federal, state, and local special education regulations to ensure students with disabilities are provided with a Free Appropriate Public Education (FAPE). Provides support, guidance, and consultation regarding the legal aspects of special education to ensure schools adhere to federal (IDEA), state (COMAR) and district/local guidelines.

Essential Functions

Chairs assigned Child Find meetings.

Chairs Central IEP team meetings for students that hold residence in Baltimore City.

Monitors the implementation of special education and related services for assigned students.

Writes quality IEPs based on federal, state and the City Schools quality IEP standards.

Writes quality student service plans based on City Schools policy and procedures.

Demonstrates knowledge of identifying and applying definitions to disabilities.

Provides IEP process management for assigned caseload for students with disabilities including:

Requests necessary student information from service school and develops/maintains students IEP folders as required by COMAR (13A.05/01 & .02) and Baltimore City Public School's regulations for caseload.

Facilitates and manages the process of Central IEP meetings including, creating central IEP meeting schedule, communicating with servicing school staff to request all necessary documents needed, ensuring appropriate documents are received from servicing school staff prior to meetings, facilitates and manages document review meetings with school-based staff, notification to parents and legal Central IEP team participants, ensures all sections of IEPs are complete, ensures all meeting information is provided to parents within Baltimore City Public School's regulations.

Review and approve as appropriate all documents associated with team decisions at Central IEP team meetings.

Ensures that all steps taken in preparing for and facilitating Central IEP team meetings are consistent with COMAR and Baltimore City Public School's best practices.

Ensures all conversations that occur during Central IEP team meetings are fully, accurately and robustly recorded and reviewed.

Reviews and monitors assessments for compliance with COMAR (13A.05.01 & .02) and consults with appropriate discipline.

Reviews and prepares files of caseload for Central IEP meetings as appropriate.

Inputs, monitors and maintains special education data for students on assigned caseload.

Submits Third Party Billing information for case management.

Ensures parents are informed of Procedural Safeguards for assigned caseload.

Refer students who need a parent surrogate to the Partners for Success.

Liaison with outside agencies as required in order to provide appropriate services and placements for students.

Oversees data entry and process management support duties of all support staff

Monitors the quality of IEPs based on federal, state, and City Schools' IEP standards.

Provides training for staff in administering, scoring, interpreting and writing quality educational assessment reports.

Administers educational assessments to students suspected of and students with disabilities that impact educational performance and write quality educational assessment reports.

Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications

Master's Degree or equivalent in special education or closely related field.

Valid Maryland State Department of Education Standard Professional Certificate and appropriate professional licensure. Non-Maryland applicants should possess equivalent teaching/professional certification or licensure.

Three years successful teaching, related services, clinical services, or related professional experience in K-12 education. Specific experience participating in IEP teams or related management responsibility preferred.

Knowledge of federal, state and local mandates as related to the IEP team process.

Knowledge of curriculum and instructional strategies.

Ability to identify and apply definitions to disabilities.

Effective verbal and written communication skills.

Proficient skill in the use of computer applications, including Microsoft Word and Excel.
