Main Purpose of Job

This position serves as the Assistant Director for the Community Integration Programs directorate within the Office of Long- Term Services and Supports (OLTSS). The Assistant Director plans and directs the functional operations and processes for four divisions within the directorate. The incumbent provides leadership and oversight of specific elements of OLTSS: Administration, Quality and Utilization Control, Medical Assessments, and Monitoring. In addition, this position leads all elements within OLTSS as they pertain to legal services such as serving as the Department’s designee on the Nursing Facility Appeal Board (on behalf of the Secretary), appeals process management, records requests, constituent inquiries, and Public Information Act (PIA) requests. Collaborative and process-driven management is required to assure program integrity and rendering of quality services in a cost-effective manner.\r\r\rIn addition, this position plans and directs utilization of program services. It is responsible for the management and oversight of technical and medical appeals and is responsible for facilitating improvements within program and service utilization. This position directly relates to the mission of the Medical Care Program – specifically, assuring access to medically necessary health care services to Marylanders who cannot afford them.\r\r\rThe four divisions under this Assistant Director’s purview include:\r\r\rThe Division of Community Support Services is responsible for operations, policy, regulations, transmittals, and program integrity activities regarding Medicaid coverage of disposable medical supplies (DMS) and durable medical equipment (DME), oxygen and related respiratory equipment, non-emergency medical transportation (NEMT) grants, and ambulance services.\r\r\rThe Division of Legal Services works collaboratively with the Office of the Attorney General (OAG), other OLTSS divisions, The Hilltop Institute, the Division of Administrative Services (PIA and Appeals), and the Office of Constituent Services for Intranet Quorum (IQ) requests.\r\r\rThe Division of Community Long Term Care Services manages six (6) of Maryland’s eight (8) home and community-based services (HCBS) waiver programs. It is responsible for administration of the Medical Day Care Waiver. This includes, but is not limited to, developing and implementing federal waiver authorities, federal and State regulations, transmittals, and policy. It manages participant enrollment and provider enrollment and program activities to ensure federal assurances are met. It is responsible for providing the administrative oversight for the Children with Autism Spectrum Disorder, Adults with Brain Injury, Community Pathways, Community Supports, and Family Supports waiver programs, which includes providing direction and technical assistance to its operating state agencies - the Maryland State Department of Education (MSDE), Developmental Disabilities Administration (DDA), and Behavioral Health Administration (BHA).\r\r\rThe Division of Quality and Utilization Control comprises the appeals team, the Physician Advisors responsible for medical reviews and consultation, and the Utilization Control Agent contract.\r\r\rThe position actively participates in planning efforts regarding long term care reform and works with the Centers for Medicare and Medicaid Services (CMS) regarding quality and compliance activities for federal home and community-based services programs. The position reports directly to the Deputy Director of OLTSS and may act for the Deputy Director in the Deputy Director’s absence or as assigned by the Deputy Director.\r\r\rProgram services for which the Assistant Director is responsible represent over $1.2 billion in Medicaid expenditures annually, serving a large portion of the Medical Assistance population.\r\r\rThis position operates in a hybrid manner unless otherwise directed by the appointing authority.\r\r

MINIMUM QUALIFICATIONS

Qualified applicants must possess a Bachelor's degree from an accredited college or university and six years of health or human services professional experience, including three years at a supervisory or managerial level.\r\r\rA Master's degree will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.\r

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:\r\r\r\r\r Two or more years of experience working with a Medicaid program\r Two or more years of experience interpreting and implementing State and federal regulations\r\r\r
