Director of Special Programs

Highland Park ISD (ESC 10) - Director of Special Programs Description/Notes: Primary Purpose:

Direct the district’s special education program to ensure provision of needed services for students with disabilities. Collaborate with campuses to ensure that students are provided a Free and Appropriate Public Education (FAPE).

Provide district level leadership for the district’s Dyslexia Services, English Language Learners (ELL) Program and American’s with Disabilities Act (ADA) requirements for students.

Major Responsibilities and Duties:

1. Direct and manage unified, PK-12 system of special programs and services to meet

students’ needs in the areas of Special Education, Dyslexia, English Language Learners (ELL) and Americans with Disabilities Act (ADA).

2. Ensure that student progress is evaluated on a systematic and authentic basis, and that the findings are used to make the programs more effective.

3. Encourage and support the development of innovative instructional programs, including the appropriate use of instructional technology.

4. Plan the necessary time, resources, and materials to support the goals and needs of each program.

5. Conduct yearly program evaluations for Special Education, ELL, CTE and Dyslexia services.

6. Establish and maintain positive communication and collaboration practices with parents and district staff regarding student concerns.

7. Collaborate with campus Administrators on recruitment, hiring, supervision and evaluation of personnel as well as the utilization of contract services.

8. Work collaboratively with District Professional Development Department to plan and implement professional development for all District personnel which supports the needs of learners in special programs.

9. Implement the policies established by federal and state law, State Board of Education rules and local board policies in the areas of Special Education, ELL, Dyslexia and ADA.

10. Administer the special programs department budget process and ensure that programs are cost-effective and funds are managed prudently. Work collaboratively with Assistant Superintendent for Education Services.

11. Maintain a current inventory of equipment and recommend the replacement and disposal of equipment when necessary.

12. Provide administrative guidance for after-school and summer programs.

13. Serve as district liaison with community agencies. Ensure the provision of applicable information to parents regarding community supports for student.

14. Provide leadership, and collaborate with the chairpersons of the district SEPAC (Special Education Parent Advisory Committee) and SHAC (School Health Advisory Council) committees.

15. Provide leadership, training and collaboration regarding state assessments for students with special needs.

Supervisory Responsibilities:

Supervise and evaluate the performance of special education support staff administrative assistant.

Collaborate with campus Administrators on recruitment, hiring, supervision and evaluation of personnel as well as the utilization of contract services.

Maintain emotional control under stress. Frequent district wide travel and occasional statewide travel; occasional prolonged and irregular hours.

Knowledge of federal and state laws regarding each area of responsibility Understanding of the individual needs of students served in each area of responsibility Ability to communicate and collaborate with families regarding the needs of their child Ability to implement policies and procedures

Ability to interpret data and use data to make programmatic decisions Ability to coordinate Special Programs within District systems Ability to manage budget and personnel

Strong organizational, communication, and interpersonal skills

Experience:

Five years teaching or related experience in the field of special education

Salary Range: Professional Pay Grade 9, $112,719 - $169,500, 226 Contract Days, Based on Years of Experience in Related Position

Benefits: As a full-time employee of HPISD, the employee is eligible for:

The District's contribution towards the TRS health insurance coverage of $437 per month beginning September 2023.

The District's contribution of $600 annually is provided for employee-only dental insurance.

HPISD pays the premium for a $50,000 life insurance through Dearborn National Life Insurance for those under 70. For those over 70, HPISD pays the premium for $25,000 life insurance policy.
