Deputy Director of Administration and Finance - Development Services and SRA

Position Purpose/Summary

The Deputy Director of Administration and Finance will be responsible for assisting and indirectly overseeing the programmatic, financial, and strategic management of the Development Services Division. This position serves as the Financial Director for the Springfield Redevelopment Authority (SRA) and manages all SRA accounting policies and procedures. Compiles, prepares, and maintains financial data and records in compliance with all state, local, and federal regulations and laws. Prepares monthly budget reports for SRA Board and is responsible for third party audits and audit compliance. Also serves as grants manager and Procurement Officer for the Redevelopment projects. This position reports to the Director of Administration and Finance, the Executive Director of the SRA, and the SRA Board. Supervision is exercised over other employees.

Essential Functions

* Oversees all of the financial components for all SRA development projects totaling over 100 million, including the Union Station Intermodal Transportation Center, Court Square Redevelopment, the Springfield Smith & Wesson Industrial Park, and the Indian Orchard Business Park.

* Responsible for the financial planning, budgeting, forecasting, and analysis for the SRA.

* Assists with the administration, review, evaluation, and improvement of budgetary processes.

* Processes invoices, prepares all checks, and financial reports for the monthly SRA Board meetings using QuickBooks.

* Balance all bank accounts on a monthly basis.

* Responsible for grant compliance for over 20 different federal, state, and local funding programs, including grant compliance and the preparation of complex grant funding allocations, cash flow statements and monthly budgets reports.

* Prepare all grant drawdown requests on a monthly and/or quarterly basis, including preparation of necessary budgetary and project activity back up.

* Responsible for grant reporting requirements to all funders on a quarterly basis.

* As SRA state-certified Procurement Officer, responsible for compliance with all grants funding Procurement requirements. Manages DBE/MBE/WBE outreach efforts, certifications, monitoring, and reporting.

* Develop and maintain a minority business certification outreach program.

* Reviews and analyzes change order and contract amendment requests.

* Assists in the preparation of agency procurement requests for supply, professional service, and construction contracts. Participates in proposal evaluations and provides contracting negotiations support.

* Maintains all agency and project-specific insurance policies.

* Oversees the financial components of the SRA HeartWap grant program.

* Ongoing analysis of all project budgets; reports on the status and provides guidance and recommendations to the Director of Administration and Finance, the Executive Director of the SRA, and the SRA Board.

* Responsible for the management of the SRA's annual operating budget.

* Prepares regular and ad hoc reports of budget vs actual expenses and provides reporting, tracking, and assessment of annual operating budget processes.

* Researches and identifies other funding sources.

* Oversees all restrictive funds and ensures the correct funding sources are used in all development projects.

* Ensures all financial transactions are processed accurately and promptly.

* Assist in developing and maintaining policies and procedures.

* Coordinates and supervises loan and grant programs with private lending institutions.

* Assists in the coordination of all financial activities of the Development Services Division.

* Performs related work as required.

Knowledge, Skills, and Abilities

* Thorough knowledge of the objectives, philosophy, principles, methods, and techniques of modern municipal community development, municipal planning, economic development, and housing.

* Thorough knowledge of municipal budgetary and financial methods and principles.

* Thorough knowledge of development finance and lending practices.

* Thorough knowledge in the administration of federal community development, redevelopment, and housing rehabilitation programs.

* Thorough knowledge of the financial administration of federal community development, redevelopment, and housing rehabilitation programs.

* Considerable knowledge of the basic principles of organization, financial administration, and personnel administration.

* Ability to plan, administer, and coordinate the large-scale and varied programs and functions of a redevelopment authority.

* Ability to make sound decisions and recommendations on matters of major policy and complex administrative and technical problems to Board of Directors.

* Ability to establish and maintain effective working relationships with employees, municipal officials, department heads, government and business officials, neighborhood organizations, and the general public.

* Ability to express oneself clearly and concisely, orally and in writing.

Education and Experience

* Bachelor's degree with major course work in management, finance, urban development, or a related field.

* Master's Degree in finance, business, urban development, or public administration or other related field strongly preferred.

* Minimum of five (5) to seven (7) years of progressively responsible experience as a financial manager with specific experience in municipal budgets or State and Federal Grant management.
