Matt Hawkins, https://www.linkedin.com/in/hawkinsma , leads this high-performing contractor team supporting NAVSEA.

Serco-NA is seeking a motivated submarine construction project manager to provide oversight and programmatic support to the COLUMBIA Class program office in the Washington, DC area. This program office is responsible for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation and Live Fire Test and Evaluation of the COLUMBIA Class submarine. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense.

You must have an Active Secret clearance to be considered.

Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

General Duties

Manage multiple priorities and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts.

Coordinate post-award contract meetings, preconstruction conferences, (informal or formal) partnering meetings, schedule acceptance meetings, design review meetings, coordination and mutual understanding meetings, and final inspections.

Manage Requests for Information and deliver timely responses.

Provide effective and timely contractual correspondence; be capable of tactfully and professionally communicating (verbal and in writing) program office requirements.

Prepare Unclassified and Classified briefs for audiences up to and including the Flag Officer level

Develop and manage routing and signatures for official PMS 397 correspondence

Provide engineering and systems engineering support to the program office

Prepare and execute environmental documentation for exercises as it required by U.S law

Recommend courses of action for unexpected technical and programmatic issues related to military construction

Generate Acquisition documentation for Milestone Reviews

Perform technical planning, cost, schedule, risk, supportability, and effectiveness analysis for total systems; analyses performed at concept, design, test, evaluation and operational phases

Review and develop analytical and technical input needed to evaluate documentation and development of briefs to ensure accurate, timely and essential information is proved to decision makers

Qualifications

A Final Secret Clearance is required to be considered for this position.

A BS in Civil Engineering or a related engineering or science degree is required (see below).

Five years of related technical experience working within a DoD Program Office, Naval Sea Systems Command (NAVSEA), or Naval Facilities Engineering Systems Command (NAVFAC); Submarine design, production and/or operational experience is desired. Ability to understand and succinctly summarize, communicate, and document technical issues is necessary.

The ability to use a variety of software products (e.g. MS Office).

Must be articulate in verbal and written presentations; possess high organizational skills and the ability to multi-task to meet deadlines.

Must be a self-starter, possess excellent interpersonal skills and be able to work directly with various government and contractor representatives to complete assigned tasks in a timely and professional manner independently or with minimal supervision.

Work experience in the Navy and specifically within Team Submarine or onboard submarines is a plus and may compensate for not meeting degree requirements.
