SUMMARY
The
City of Chicopee’s Department Human Resources is seeking a
Chief HR Officer to engage, lead, and collaborate in the strategic development of policy, direction and coordination of human resources activities for City and School employees, including but not limited to employment, compensation, labor relations, anti-discrimination, occupational health and safety, Civil Service, benefits, personnel action, training, and employee services by performing the following duties personally or through subordinates.
ESSENTIAL DUTIES INCLUDE
Writes and delivers presentations to municipal officers or government officials regarding, human resources policies and practices. Consults legal counsel to ensure that policies comply with federal and state law.
Writes directives advising the Mayor, City Council and Department Heads of municipal policy regarding affirmative action, equal employment opportunities, compensation, and employee benefits.
Serves as the designated ADA Coordinator for the City; establishes, maintains, and reviews programming to ensure Title II and ADA compliance.
Works as a grievance officer to employees and the public regarding matters related to collective bargaining and labor relations, as well as anti-discrimination matters and/or concerns.
Advises the Mayor and Department Heads in appropriate resolution of employee-relations issues. Responds to inquiries regarding policies, procedures, and programs. Determine appropriate licensure or credential requirements for employees as requested.
Develops and maintains a human resources information system (HRIS) and enterprise management system (EMS) that meets the Mayor's, City Council's, and Department Heads’ information needs.
Represents management in negotiating collective bargaining agreements for Civil Service and Non-Civil Service employees and negotiate and develop personal contracts.
Responsible for the overall direction, coordination, and evaluation of the Department of Human Resources, plus any additional interns, part-time or temporary staff.
Conducts wage surveys within labor market to determine competitive wage rate. Analyzes wage and salary reports and data to determine competitive compensation plan.

QUALIFICATIONS
To be minimally qualified for this position, one must meet the following criteria:
Master’s degree in Business Administration, Law, Human Resources, or related field from a college or university and at least three (3) years of HR Experience; Bachelor’s degree in a related field and at least four (4) years of HR experience.
A minimum of two (2) years of Human Resources management experience required
Knowledge of ADA law and public employer responsibilities is desirable
Municipal experience is preferred
Professional certification is a plus

full-time, 40 hour work week exempt
position, with required flexibility for evening meetings.
This role is classified as
a contractual position, with an annual starting pay
of
$91,800 - $103,836
