Position Summary
The Vice President of Facilities & Construction Management is responsible for Space Planning, Construction, Maintenance, Safety, Security, Emergency Management and Environmental Services. Responsibilities include organizing, planning, directing, and evaluating hospital and System construction needs, operations and development of reporting departments, security, safety, and maintenance of all inpatient and outpatient physical facilities. Researches, identifies, and assesses system-wide capital renewal and deferred maintenance needs. Ensures compliance with applicable federal, state, and designated regulatory agency rules and regulations. Manages staff, budgets, and goals/objectives in accordance with hospital standards and expectations. The VP of Facilities & Construction Management reports to the Chief Operating Officer (COO) and in collaboration with system leadership teams establishes and implements professional standards and policies, as well as innovative staffing, recruiting and retention strategies. The VP collaborates with hospital and System leaders to ensure facilities fully contribute to advancing hospital and System goals. Under the direction of the COO, this role will be assigned System level process improvement activities in accordance with the strategic plan and defined Hospital and System policies and objectives.
Essential Position Responsibilities
Oversee the physical plant maintenance, operation, and housekeeping for all facilities, grounds and utility systems owned, leased and operated by Washington Regional.
Participate with senior management in the selection and engagement of architects, engineers and contractors hired to construct or repair Washington Regional facilities, and serve as the responsible executive for monitoring and managing the professional activities and performance of such architects, engineers and contractors in the conduct of their services for and on behalf of Washington Regional..
Set expectations, guide, and motivate Facilities and Environmental Services department directors to promote Washington Regionals mission, values, and strategic plan.
Help to develop an organizational culture which creates a clear vision for the future and defines the values that underlie day-to-day activities and meets the changing needs of the community. In this regard, work to establish and maintain a hospital working environment that fosters employee engagement, inclusion, shared decision-making, professional autonomy, lifelong learning, competency, and teamwork. Cultivate and sustain a culture that embraces and exemplifies professional practice, the development of future leaders and leadership excellence.
Develop and implement productivity measures and methods of budget control within assigned areas of responsibility to further the mission, values, and strategic plan.
Coordinate capital budget planning projects, working closely with the executive team to ensure collaboration and integration of capital requests with the hospitals strategic plans and goals.
Draw on information from a variety of resources to alter processes and improve performance.
Actively participate with other hospital leaders (governing body, medical staff, clinical, and management leaders) on long range planning that promotes the Hospitals and Systems strategic plan and supports future community health needs. In this regard, participates in the strategic planning of the hospital to optimize the role of nursing services, supporting structures and systems.
Provide a framework and collaborative culture in which department directors can effectively plan, direct, coordinate, provide, and improve health care services.
Lead recruitment, retention, and staff development efforts within assigned areas of responsibility.
Oversee the development and implementation of standards, policies and procedures, critical paths, and other processes which integrate facilities, environment of care, security, and EVS services across the Hospital and System.
Accurately assess needs and services to develop an organizational culture focused on continuously improving performance to meet the changing needs of the community.
Ensure effective performance improvement activities are integrated into the framework of all assigned departments. Collaborate with system leadership to achieve quality and assure that work is delivered in a safe, efficient and effective manner.
Actively participate with Hospital and System management to ensure that the Hospital is in compliance with hospital facility and environment of care accreditation standards of The Joint Commission and College of American Pathology (CAP), and related federal, state and local regulatory requirements, including Medicare Conditions of Participation,
Rules and Regulations for Hospitals and Related Institutions in Arkansas
, as administered by the Arkansas Department of Health.
Direct personnel functions related to areas of responsibility include hiring, supervision and performance management of personnel within the Vice Presidents areas of responsibility.
Support staff education and development which cultivates leaders at every level who can act to fulfill Washington Regional mission, vision, and values.
Oversee all aspects of construction projects from conception to completion. Continually monitor and manage changes in scope or cost to proactively address any impacts to the overall financial or operational impact of all projects.
Represent the hospital in high-level negotiations with state, city and county officials concerning facilities oversight, real estate construction planning, zoning, jurisdictional matters, and other construction issues.
Manage vendors, contractors, construction and project teams during the bid and contract development process and monitor the performance of external vendors to ensure timely and competent performance in accordance with established bids and contracts.
Serve as a primary point of contact for clear, effective, and timely communication with external vendors, contractors, regulatory agencies, and system stakeholders with respect to activities within assigned areas of responsibility.
Facilitate space planning and advise administration regarding space allocation and decisions.
Qualifications
Bachelor`s degree in Engineering, Business Administration, Construction Management or related field is required.
Master`s degree in Engineering, Business Administration, Construction Management or a related field is preferred.
Industry certifications such as Professional Engineer (PE), CHC, CHFM, CHE, CHM or other professional health care engineering is preferred.
Minimum of seven (7) years of directly related leadership experience including experience in managing a comprehensive and complex health care facilities and maintenance operations to include construction management and campus master planning.
Possession of a valid Arkansas driver`s license is a requirement for this job.
