Bachelor's degree in Electrical and Computer Engineering, Communications, or a related system engineering discipline and a minimum of five years of progressively responsible experience in the planning, design, management, and administration of Transit Automation System Engineering and integration, including ATC, CBTC, OIC, and SCADA projects
Experience as a Project Manager may be substituted on a year-for-year basis in lieu of degree
Project Management Professional (PMP) or Certified Construction Manager (CCM) certification is required; if certification has not been obtained, it must be obtained within two years of starting in this position
Responsibilities Acts as the project manager for MARTA's system projects such as Automatic Train Control and Communications-Based Train Controls (ATC, CBTC), Integrated Operational Center (IOC), SCADA (Supervisory Control and Data Acquisition), traction power, communications, fire protection, fare collection, vertical transportation, CCTV (Closed Circuit Television), audiovisual information systems, Cybersecurity, and specialized software systems
Responsible for all phases of project management from Initiation to Close-out
Manages all aspects of design, build, installation, integration, testing, and delivery
Assists the SR Manager with planning, design, pre-bid, pre-construction, progress, partnering, negotiation, and audit review meetings, In addition, the PM I supports the solicitation, contract, and administration of contracts of the system projects
Advises and updates the SR Manager of Systems and CPD on items affecting daily projects progress, issues, and forecasts
Manages the development and delivery of major complex systems including but not limited to CBTC, SCADA (Supervisory Control and Data Acquisition), traction power, communications (wireless, optical, radio), CCTV (Closed Circuit Television), audiovisual information systems, cybersecurity, and specialized software systems
Executes and Monitors Project Management Plan
Provides overall project management and coordination with the Planning, Finance, and Operation, Architectural/Engineering professionals
Coordinates with staff, other agency officials, local governments and architects/engineers to develop preliminary schedules
Manages the development of feasibility and environmental impact studies, preliminary engineering, and conceptual designs for major capital investments
Supports the preparation of project scopes of work, plans, schedules, and budgets
Makes periodic on-site inspections of projects to ensure projects are proceeding as per their plan
Maintains project status reports and senior staff briefings
Reviews the quality and safety of work performed on capital projects
Implements change management processes and carry out project communications throughout the organization
Coordinate the acquisition of real estate parcels required for capital projects
Performs Project Monitoring & Controlling
Throughout the life of the project life cycle, manages the preparation of progress reports to monitor and control capital projects
Monitors the schedules and budgets to ensure positive project performance
Conducts monthly project status briefs to upper management
Identifies and evaluates project risks and develops plans to mitigate the potential effects of unplanned events on assigned projects
Manages the preparation of agreements and facilitates design and construction performed by other government agencies and private developers working around MARTA facilities with private property owners, franchised utilities, railroads and other government agencies
No direct supervisory responsibilities; Project Management oversight of project members, consultants, and contractors
Activities are directed toward the completion of MARTA ATC, CBTC, OIC, and SCADA projects

EDUCATION and/or EXPERIENCE
Bachelor's degree in Electrical and Computer Engineering, Communications, or a related system engineering discipline and a minimum of five years of progressively responsible experience in the planning, design, management, and administration of Transit Automation System Engineering and integration, including ATC, CBTC, OIC, and SCADA projects. Comprehensive experience in the preparation, budgeting, negotiation, and administration of contracts with both public and private organizations is desired. Experience preparing scope statements, estimates and forecasts is desired. Experience using professional scheduling software and Microsoft Office products is preferred. Experience as a Project Manager may be substituted on a year-for-year basis in lieu of degree.
CERTIFICATES, LICENSES, REGISTRATIONS
Project Management Professional (PMP) or Certified Construction Manager (CCM) certification is required; if certification has not been obtained, it must be obtained within two years of starting in this position. A Professional Engineer or registered Architect license is desired.
