Performs all other related workas required. Duties/Responsibilities: ? Prepares and reviews designs forDepartment of Public Works projects in accordance with generalengineering practices and the City of Holyoke standards ? Determinesscope, designs, prepares drawings, specifications, bidding documents,contracts, and cost estimates for projects ? Conducts and coordinatesdesign and construction surveying ? Provides construction staking ?Serves as Project Engineer on Department of Public Works projects ?Conducts construction inspections, reviews and approves contractor payrequests, reviews and approves construction submittals ? Reviews andprocesses construction change orders ? Prepares legal descriptions,documents, and draft agreements for the City of Holyoke ? Providesdesign data for surveying and engineering applications usingComputer-Aided Drafting (CAD), Geographic Information Systems (GIS) andHydroCAD and MS Office to include Word and Excel ? Prepares digitalmaps, surveys, engineering drawings, and special reports for theDepartment of Public Works and other City of Holyoke departments;Provides technical assistance and consults with other departmentsregarding engineering functions, site development, drainage, andtransportation. ? Provides technical support and training on the use anddevelopment of the geographic information system and its databases aswell as other engineering software applications to all users of thesystem in the Department of Public Works ? Assists DPW Superintendentwith administrative duties, short and long term plans and coordinationwithin the department and other city and state personnel ? Reviews andadministers various permits and petitions ? Participates in state fundedroadway improvement projects ? Serves as a liaison between the city andMassDOT ? Provides reports to the City Council and related subcommitteesas needed ? Performs similar or related work as required, directed, oras the situation dictates. Extensiveknowledge of civil engineering, surveying and design along with thoroughknowledge of public works construction ? Understanding of local andstate regulations ? Performs complex technical research; Compilescomprehensive reports and the practical application of findings ? Assessconditions in a variety of locations and determines proper course ofaction ? Communicates effectively and diplomatically with the public,consultants, officials, department heads and other constituencies ?Strong interpersonal, written and verbal communication skills Education,Certification, Licensure and Experience: ? Bachelor?s Degree in CivilEngineering ?
