The position performs computer systems analysis work. Work involves writing and reviewing complex SQL, review of Unix/Linux shell programming (basic knowledge) and coordinating file transfers (sftp). Works with program and policy customers to refine requirements and convert to technical specifications for the Data Analytics team. Responsible for coordinating leave requests and ensuring coverage of duties when team members are unavailable. Works as subject matter expert regarding TIERS reporting as well as Unix/Linux batch processing and ftp services. Additionally, planning and analysis of system requirements, procedures, and problems to automate processing or to improve existing systems, designing and implementing designs using software programming languages. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:
Serves as a senior analyst for Application Support, Data Analytics unit daily operations with primary emphasis on gathering and providing technical analysis of data residing in or interfacing with the IT Social Services Applications. (40%).
Serves as liaison between program-area, development, and other HHSC IT Social Services Applications staff to provide mentoring, consultation, and documentation assistance regarding data gathering and analysis within all IT Social Services Applications eligibility systems. (20%)
Develops and/or reviews complex system documents or artifacts to convey business requirements and support efficient system design (including but not limited to business rules, business requirements, mock-ups, diagrams, flowcharts, technical specification documents, system design documents, test plans, risk management plans, quality management plans, and/or technical specifications) (20%)
Performs complex analysis to diagnose system problems/data anomalies and assists in coordinating a corrective action plan. (20%)
Knowledge Skills Abilities:
Knowledge of
Oracle databases and SQL
Unix/Linux environment and shell programming (basic).
Health and Human Services Social Services Applications eligibility systems and reports (TIERS, TLM, EWMS, YTB).
State and federal laws and regulations and internal policies and procedures related to HHS programs.

Initial Selection Criteria:
Required graduation from an accredited four-year college or university with a bachelor’s degree in computer science or related field of study and 3 years of related professional experience. Additional related work experience may substitute for the required education on a year for year basis
Preferred knowledge of HHS automated eligibility system (TIERS).
Preferred experience working with state and federal laws and regulations and HHS programs policies and
procedures.
Preferred experience working professionally with a broad range of stakeholders.
Additional Information:
Applicants must be willing to work a regular Monday through Friday 8am - 5pm (CST) schedule. Applicants must also be willing to work after hours (evenings, Saturdays, Sundays, or holidays), on occasion to complete necessary activities including system validation and critical ad-hoc data requests.
