NVRPO Management Analyst Supervisor (Management Analyst III) The Norther Virginia Regional Projects Office (NVRPO) is excited to announce the hiring of a Management Analyst Supervisor (MAIII) to join a growing team. The office works to support the Department of Behavioral Health and Developmental Services (DBHDS) regional programs and the five Northern Virginia CSBs.

Under the general supervision of the Director of the Northern Virginia Regional Projects Office provides professional, executive level support to the Northern Virginia Regional Projects Office and the Regional Management Group (RMG) and various subgroups to accomplish regional deliverables and compliance with the State Performance Contract. The RMG consists of each participating CSB’s Executive Director and the Facility Director of our local State hospital. The Northern Virginia Regional Projects Office (DBHDS Region 2) consists of the Cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park and the Counties of Arlington, Fairfax, Loudoun, and Prince William. As part of the requirements of contract administration and grant management for the NVRPO System Transformation Excellence and Performance (STEP-VA) budgets, a growing number of detailed utilization reports are provided to stakeholders which requires the close coordination of multiple participants both internal and external to Fairfax County. The NVRPO Management Analyst Supervisor will be responsible for the significant requirements of contract administration, grant reporting, and utilization management. Additionally, this role supervises Management Analyst I positions responsible for most of the required utilization reporting and NVRPO administrative office support.

Responsible for the analysis, validation, and comparison of the required regional data reports to compile a comprehensive monthly and YTD utilization report as well as a more in-depth quarterly utilization report with support from the NVRPO Management Analysts 1s and in collaboration with the NVRPO Managers, Finance Chief, and Division Director. This role will lead the regional program coordination and support, coordination of regional meetings, electronic health record data entry, facilities support, regional webpage management, supply management, and human resources support. The NVRPO Management Analyst Supervisor will be responsible for activities related to the management of regional policies, regulations, and staff procedures. Special projects relating to the changing of requirements by the state or Fairfax County may be assigned to the NVRPO Management Analyst Supervisor to lead efforts that support the region’s STEP-VA programs, this may include support to meet the requirements of a Certified Community Behavioral Health Clinic (CCBHC).

In their role, the NVRPO Management Analyst Supervisor develops, validates, and executes all MOA/MOUs and Contracts for the NVRPO, partnering with the NVRPO Fiscal Team and Department of Procurement and Material Management (DPMM) to execute all amendments, extensions, or procurement requests. Supervises and manages administrative team, provides performance evaluations, FOCUS management, supporting their work and other duties as assigned.

Independently designs, develops, and coordinates ongoing department programs and special projects;

Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;

Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);

Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;

Provides guidance, recommendations, and advice to departmental managers;

Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;

Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience within the functional area.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:

Master's degree in human services, public administration, or a related field.

Significant experience in data analysis

Strong analytical skills

Strong supervisory skills and personnel management experience

Highly organized, able to manage multiple databases and competing priorities.

Strong oral and written communications skills

Demonstrated experience in managing workflow processes using tools such as SharePoint and Power Automate

PHYSICAL REQUIREMENTS:

Ability to effectively communicate with others in person, on telephone and in writing. Ability to use keyboard; transport/lift carry items weighing up to 10 pounds; and commute to various CSB sites. All duties performed with or without reasonable accommodations.
