Health and Safety Manager

The Health and Safety Manager will work within the Training and Development group to facilitate compliance with all federal, state and local governmental regulations and safeguard the division, its employees, the community, and the environment with respect to Health and Safety in construction, facility maintenance, and the general office workplace.
In addition, this position offers the opportunity to supervise various committees, including audit and incident investigation, emergency planning, risk assessment, program development, implementation, and training of rules and procedures.
Duties and Responsibilities:
Supervises the implementation of the Harris County Engineering Department safety policies and procedures
Develops and presents training for new hires, contractors, and other employees as required
Develops, updates, and maintains safety compliance programs
Maintains inventory of safety and environmental supplies
Monitors employees, contractors, and visitors by spending a significant amount of time at critical sites, ensuring all programs and procedures are adequate and followed properly
Sustains and improves current behavior-based safety programs and policies
Leads and participates in all incident investigations with proper documentation and action plans
Develops metrics for conducting contractor, construction site and internal facility audits
Develops and tracks corrective actions for audit findings
Participates in Harris County Safety committee meetings

Education:
High School Diploma or GED equivalent AND
Certified Safety Professional (CSP) or ability to earn within six (6) months of hire
OR
Associate Safety Professional (ASP) or ability to earn within six (6) months of hire with three (3) years of additional documented construction safety experience
OR
Additional Safety Certifications with at least five (5) years of additional documented construction safety experience
Experience:
Two (2) years of experience in construction and facility safety
NOTE: Military Occupational Specialties (MOS) of the 12 series 12C, 12H, 12N, 12W, or similar MOS/ specialty types across any branch of the US Military may be considered to fulfill education and experience requirements (To qualify, military experience and rank must be clearly documented on your application employment history).
Knowledge, Skills, and Abilities:
Must have a demonstrated history of safe work behavior and a sincere desire to follow and improve upon safety policies and procedures
Knowledge of machines throughout facilities, including computer and safety equipment
Must be self-motivated with a growth mindset and a true concern for the safety and welfare of others
Must possess excellent leadership, team building, problem solving, and organizational skills
Excellent written and verbal communication required
Proficient in Microsoft Office applications
Valid State Issued Driver's License
Ability to operate general office equipment
Ability to demonstrate effective use of general safety equipment

Education:
Bachelors or Associates degree related to safety, engineering, architecture, construction, environmental, or related field
Experience:
Five (5) years of experience in construction and facility safety
Experience in human safety, construction and environmental/regulatory compliance
Knowledge, Skills, and Abilities:
Management and Supervisory experience a plus
Certified OSHA Trainer
Experience with OSHA 10, OSHA 30, HAZWOPER training programs a plus
Bilingual in English and Spanish
Position Type and Typical Hours of Work:
Regular Full-Time
7:30 am – 4:30 pm | Monday to Friday
Subject to Early Mornings, Evenings, Weekends, & Holidays as Needed
Salary:
Commensurate with experience
Based on 26 pay periods
Work Environment:
Approximately 10% of duties will be performed outdoors where there will be routine exposure to significant levels of heat, cold, moisture, air pollution, wind, and dust.
May be exposed to snakes, wildlife, wasps, bees, and other flying/walking insects
May be exposed to aquatic bacteria, viruses and other microorganisms
Approximately 90% of duties will be performed indoors in a normal office environment with acceptable lighting, temperature, air conditions, and noise levels.
Extensive use of a video display terminal (computer monitor)
May be exposed to fluids, compounds, or chemicals used in cleaning offices and/or work areas
Physical Demands:
Occasional driving of a vehicle with automatic and four-wheel drive controls
Frequent standing and walking; prolonged sitting for extended periods of time
This position requires bending, stooping and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs/ladders.
Occasional sorting, filing, shelving, and handling of documents, books, files, materials, and equipment
Frequent standing and walking on rough and uneven or rocky surfaces or ground such as deep sloping terrain, plowed or furrowed areas during field visits
