Mental Health Clinical Supervisor

The Office of Diversion and Reentry (ODR) within the Los Angeles County Department of Health Services is looking for a Mental Health Clinical Supervisor to join the ODR Housing Team. The ODR Housing program is a permanent supportive housing program serving individuals who are homeless, have a serious mental health disorder, and are diverted into services after being incarcerated in the Los Angeles County Jail.

The Mental Health Clinical Supervisor (MHCS) position will act as an Associate Director within the ODR Housing Program, which is focused on the release and subsequent treatment, support, and housing for persons with serious mental health needs being diverted from LA County Jails. As one of three management staff within the ODR Housing programs, the Mental Health Clinical Supervisor will be the lead for the ODR Housing program's community team and will be responsible for oversee the delivery of services to ODR clients once they are released from custody.Following release from custody, clients in the ODR Housing program are referred to a community based Intensive Case Management Services (ICMS) provider. The ICMS providers assist clients with accessing interim housing, treatment, following through on court ordered requirements, and eventually moving into and maintaining permanent supportive housing. The MHCS role will train, support and, supervise psychiatric social workers whose responsibilities include providing clinical consultation to the contracted CBOs in support of our shared clients.

Currently, ODR has a hybrid work schedule with a combination of workdays in the office, in the field and remote. This may change at discretion of DHS.

ESSENTIAL FUNCTIONS of the Mental Health Clinical Supervisor include, but are not limited to:

Provide training, instructions and evaluate the psychiatric social workers providing clinical care coordination for clients being released from jail and into care of ODR. This includes how to properly conduct assessments of clients' psychosocial, and service needs through interview and evaluation.

Supervise the review of medical and mental health records and consult with housing team members and Intensive Case Management Service (ICMS) providers.

Discuss problem cases with supervisees and make suggestions and recommendations, review case notes for completeness, consistency and ensure the mental health services align with appropriate level of care depending on acuity of mental health and adherence to determined release plan.

Participate in meetings and workgroups with leadership within other County departments including Correctional Health Services, Public Defender, Alternate Public Defender, District Attorney, and Superior Court to ensure appropriate coordination of care, jail access, court dates, required reporting and other issues that are related to the program or specifically, for a client's case.

Partner with the Housing Director to identify and link ODR Housing clients to program resources and provide recommendations for services including but not limited to interim housing, permanent supportive housing, full-service partnerships, or other types of services.

Directs clinical services according to social work standards and principles and State and Federal social welfare laws and regulations to ensure effective supervision of psychiatric social workers and provision of their required scope of work.

Provide clinical supervision of Associate Clinical Social Workers (ASW) who are earning hours toward LCSW licensure.

JOB QUALIFICATIONS:

Clinical social work in community mental health, homeless services, or healthcare strongly preferred.

Experience/expertise in assessing and managing clients with SUD preferred.

Experience/expertise in assessing and managing clients with severe persistent mental illness preferred.

Experience/expertise in trauma-informed care and harm reduction principles preferred.

Familiarity with DMH, DPH and community mental health, substance use, homelessness services and resources.

Education/Experience

Option I: Master's degree from an accredited school of social work that included supervised field work experience in psychiatric social work AND two years of licensed social work experience in a recognized social services or mental health care setting involving problems of mental or emotional adjustment and the use of psychiatric consultation.

Option II: Master's degree, PsyD, or PhD, from an accredited school of Marriage and Family Therapy or Marriage, Family, and Child Counseling that included supervised fieldwork in marriage and family therapy AND two years of licensed marriage and family therapy experience in a recognized social services or mental health care setting involving problems of mental or emotional adjustment and the use of techniques of family systems therapy.

AND LICENSE: A valid, active license as a Licensed Clinical Social Worker issued by the State of California Department of Consumer Affairs, Board of Behavioral Sciences OR a valid, active license as a Marriage and Family Therapist or Marriage, Family, and Child Counselor issued by the State of California Department of Consumer Affairs, Board of Behavioral Sciences

Certificates/Licenses/Clearances

A valid and active license as a Licensed Clinical Social Worker issued by the California Department of Consumer Affairs, Board of Behavioral Sciences.

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Successful clearing through the Live Scan process with the County of Los Angeles

Other Skills, Knowledge, and Abilities

Proficient skill set in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Teams, Outlook, etc.

Able to multi-task and set workload priorities for time sensitive projects/tasks.

Ability to problem solve and make recommendations to processes, policies, etc.

Able to communicate with all levels of personnel, e.g., written, verbal, in a professional and concise/clear manner; ability to work within a project team and/or independently.

Ability to be flexible in meeting changing work tasks and timelines; must be dependable and reliable.
