Duties

This position is in the Deputy Under Secretary for Partnerships (DUS/P), Engagement, Liaison, and Outreach Division (ELO) Division, Foreign Liaison Office (FLO). Part time telework available.

The primary purpose of this position is to serve as a management program specialist in the Foreign Liaison Branch.The program specialist will perform the full range of activities within the branch.The program specialist will support the department's international mission to include but not limited to engaging and coordinating across I&A's centers, directorates, Foreign Disclosure Office, Counterintelligence and Security offices to support and synchronize I&A's foreign engagement activities.The position requires a high level of interaction with senior leadership, international partners, strong program management skills, and occasional travel.

The incumbent will serve as a liaison building, maintaining, and enhancing relationships with internal (DHS Office of International Affairs Policy, I&A Centers/Directorates, and Components OIA) and external stakeholders (IC, State Department, Law enforcement) by regular routine outreach, coordination, and collaboration in furtherance of the DHS international mission and objectives.The position is responsible for managing an internal engagement sync, conducting program updates, and synchronizing all I&A's foreign engagement activities.The program specialist will conduct outreach and engagements with international partners to enhance information sharing in areas of mutual cooperation.

This position requires strong communication, writing, briefing, and interpersonal skills.The incumbent will serve in a pivotal role to develop and expand I&A's Foreign Liaison Office programmatic framework and strengthen DHS-wide relationships with foreign partners.

Duties required:

- Responsible for engaging, managing, and building relationships with internal and external stakeholders through routine outreach, coordination, and collaboration in furtherance of DHS international mission and objectives.

- Participate or lead department-wide coordination meetings, syncs, and working groups.

- Support and staff senior leadership's foreign engagements, bilateral/trilateral discussions, high-level dialogues, and analyst exchanges.

- Engage with key stakeholders and foreign partners to understand key concerns, identify gaps, and provide timely recommendations.

- Ability to communicate effectively both orally and in writing to include but not limited to, executive audiences, international partners, IC, law enforcement, and private sector partners.

- Support the development and implementation of the program's framework through initiating, organizing, and tracking foreign engagement activities within and outside the organization.

- Ability to work independently and is responsible for planning and carrying out assignments.

- Assist with overall program management of FLO's initiatives, as applicable.

Qualifications required:

The competencies or knowledge, skills, and abilities needed to perform this job are:

Highly desired degree in international relations, public policy, history, or government affairs.

Highly desired experience in working with foreign partners or international relations.

Highly desired experience in program management, policy development and implementation.

Extensive knowledge of DHS I&A, Components, Intelligence Enterprise, Intelligence Community and DHS international mission and information sharing agreements with respect to national intelligence activities.

Extensive knowledge of DHS I&A Foreign Disclosure Program and release authority efforts.

Extensive knowledge of the interplay of diplomatic, geographic, political, and economic issues in various regions of the world.

Ability to disseminate information and to conduct presentations and briefings to executive audiences in both the intelligence, and law enforcement community.

Ability to provide analytical assessments and recommendations to decision makers.

Ability to effectively comprehend and convey information with and from others in writing, reading, listening.

Ability to use logic, analysis, synthesis, creativity, judgment, and systematic approaches to gather, evaluate, and use multiple sources of information to effectively inform decisions and outcomes.
