Job Summary:

Tuvli, an Akima company, is hiring for a Program Specialist to support our DoS client located in Washington, DC.

Job Responsibilities:

Educate Bureau of African Affairs (AF) staff, and offer suggestions, about the best strategies and approaches to best use foreign assistance resources to advance the State Department’s digital, cyber and emerging technologies-related work, including intra-agency and interagency digital initiatives like the Digital Connectivity and Cyber Security Partnership (DCCP) and the DTA presidential initiative.

Research, and provide oral and written briefings, to AF leadership, other Department offices, Digital and Cyber Officers in U.S. embassies, State Department public affairs officers, interagency representatives, U.S. presidential advisory council members (e.g., the President’s Advisory Council on Doing Business in Africa), the private sector, multilateral institutions, civil society, and African and allied governments on digital enabling environment best practices, challenges and opportunities on the African continent, U.S. Government programming gaps, and potential for interagency, private sector, allied government program coordination.

Support the Senior Commercial Officer’s engagement in the development of all digital, cyber and emerging technologies and DTA-related work.

Support the Senior Commercial Officer by reviewing and developing materials, supporting their engagement in interagency working groups on behalf of AF, and coordinating State input.

Contribute to the cutting-edge design of policies and procedures for the implementation of State Department’s digital, cyber and emerging technologies-related work and DTA, particularly Pillar 3.

Identify, recommend, and support AF, CDP, and S/TECH development of new digital, cyber and emerging technologies programs to meet State Department and DTA objectives, particularly for Pillar 3.

Develop a results framework to enhance monitoring and evaluation of the DTA Pillar 3 projects.

Collect data, maintain files, and prepare periodic reports, in coordination with DTA Pillar 1 and Pillar 2 leads, U.S. Embassies, CDP, S/TECH and DTA Pillar 3 funding recipients, on the status of DTA Pillar 3 projects supported by DTA funding, including financial data for obligation, disbursement of funding, implementation progress and achievement of intended results.

Identify and implement innovative approaches for working with embassies and funding recipients to improve the efficiency of AF/ERA program management and minimize administrative burdens.

Assist AF/ERA in the project management life cycle of DTA Pillar 3 projects including initiation, planning (e.g., Statements of Work), execution, and closure.

Track and analyze new political, economic, and security developments in sub-Saharan Africa that may affect current and future State Department and DTA programming, particularly for Pillar 3.

Assist AF/ERA in its program reviews and meetings pertaining to ongoing programs and new requirements as necessary.

Coordinate with interagency, international, and nongovernmental partners to conduct gap analysis and to develop recommended DTA messaging, strategies and programs, particularly for Pillar 3.

Develop and support U.S. Government and international coordination mechanisms promoting more synchronized and strategic digital, cyber and emerging technologies program planning.

Advise AF/ERA on synchronizing DTA programs with other U.S. Government and international digital, cyber and emerging technologies efforts, developing recommended strategies to create more efficient planning and program management and oversight with U.S overseas missions, implementers, and relevant third countries and nongovernmental organizations.

Coordinate with other digital, cyber and emerging technologies program practitioners to develop whole-of-government approaches to promoting immediate, medium-term, and long-term DTA objectives.

Travel periodically to sub-Saharan Africa to enhance program coordination with embassy representatives to advance DTA priorities and to conduct site visits to oversee ongoing DTA programming.

Qualifications

Minimum Qualifications:

Knowledge of digital, cyber and emerging technologies with a special knowledge on the elements necessary to support Africa’s digital transformation across sub-Saharan Africa.

Knowledge of best practices and research relating to strengthening digital enabling environments broadly and specifically in sub-Saharan Africa.

Experience conducting gap analysis and developing digital-related programming in sub-Saharan Africa.

Experience designing, managing, overseeing, and reporting on programs, preferably experience related to digital enabling environments in sub-Saharan Africa.

Experience working with various State Department and USAID bureaus, and U.S. Embassies, on digital-related policy and programs.

Familiarity with the DTA initiative in general.

Experience supporting digital strategy development and implementation in sub-Saharan Africa.

Experience with and technical knowledge of broad-based monitoring and evaluation (M&E) strategies and methodologies for designing, implementing, and overseeing bilateral and regional digital program activities.

Technical monitoring and evaluation (M&E) expertise.

Proficiency with Microsoft Excel and related data processing systems.

Active Secret Clearance.

Posted Salary Range

$85,000-$95,000
