Title:  Accounting Analyst Agency:  Department of Accounts

Hiring Range:  $59,850 - $75,000 Pay Band:  5

This position has a hybrid work schedule, with at least three days per week working in our office in downtown Richmond, VA.

Job Duties

Performs daily, weekly, and monthly monitoring, analyses, and reconciliations, recurring and nonrecurring journal entries, and participates in special projects for the General Accounting Operations unit. Completes the daily Cash Reconciliation of the Commonwealth’s accounting system, Cardinal, to the Commonwealth’s bank recon system, Frontier; prepares correspondence to agencies regarding items of concern; prepares journal entries for corrections; analyzes Cardinal queries and communicates with agencies regarding outstanding transactions; processes appropriate Agency to Agency entries submitted to General Accounting; reviews and posts required Commitment Control entries related to Central Budget Processing; prepares reconciliations for assigned Funds and Accounts for the Department of Accounts – Transfer Payments - Agency 162, and Department of Accounts – Statewide Activities – Agency 997 by reviewing internally prepared accounting records, data submission logs, and other accounting data to reports and/or queries produced by Cardinal; performs accounting and control activities peculiar to year-end processing; analyzes Appropriation Act and year‐end schedules to ensure the completion of year‐end responsibilities; reviews desk procedures to ensure steps are accurate and complete; analyzes and tracks legislation, including the Budget Bill; and completes special projects.

Minimum Qualifications

Knowledge of automated financial accounting systems; Generally Accepted Accounting Principle (GAAP)s; and Microsoft Office (i.e. Word, Excel, and Access).

Experience applying Generally Accepted Accounting Principles (GAAP) and financial management; and using automated financial/accounting systems. Strong organizational; process improvement; analytical; and oral and written communication skills. Demonstrated ability to perform complex analysis of a variety of financial data and prepare written documentation to support findings; work collaboratively with management, staff, and agency personnel; research and resolve financial issues; communicate effectively with internal and external staff; understand, develop, and apply policies and procedures; and collect, maintain, and secure sensitive supplier data; conduct business with integrity and respect.

Preferred Qualifications:

Degree in accounting.

Knowledge of GAAP especially as they relate to governmental accounting.

Experience relating to governmental accounting and with Oracle PeopleSoft Financial applications.
