Hiring Range:
GIS Specialist I: $62,030.00 - $93,120.00 annually
GIS Specialist II: $78,310.00 - $117,580.00 annually
(salary to be commensurate with qualifications)
This position has an anticipated work schedule of Monday – Friday, 8:00am – 5:00pm, subject to change. Position will be hybrid eligible upon the completion of the 6-month initial review period. Under FLSA guidelines, this position is non-exempt.

Performs geospatial database, maintenance, research, and analysis activities. Performs a variety of project development, analysis, design, and implementation tasks in a team environment to accomplish the goals of the Digital, Strategy, and Technology (DST) Department. Maintains new and existing geospatial information systems in support of the County's Geographic Information Systems (GIS).
Maintains various spatial databases for use by County departments and offices; meets with users to determine functional requirements. Participates in feasibility studies to determine computer systems solutions.
Generates tables, statistics, and maps to satisfy internal and external client requests.
Plans, prepares, and conducts program, system, and integration testing; generates test data; analyzes test results to detect errors.
Performs data collection tasks necessary to complete internal and external client requests. Employs quality control techniques to protect integrity of data.
Prepares and maintains documentation of all maintenance activities performed on spatial databases.
Prepares data releases for internal and external clients.
Assists the Customer Support team install and troubleshoot GIS software installations.
Provides assistance to County employees by resolving problems, explaining procedures and methodologies, and providing training.
Compiles documentation of program logic according to internal standards and develops documentation for users.
Performs other duties as required.
GIS Specialist II:
Creates and/or maintains various spatial databases for use by County departments and offices; meets with users to determine functional requirements. Participates in feasibility studies to determine geospatial solutions.
Performs application analysis and logic design. Analyzes system intent, input sources, and output reporting requirements to define flow charts and system structure diagrams.
Generates coverages, tables, statistics, maps, and feature classes to satisfy internal and external client requests.
Develops and/or modifies moderate to complex programs to meet customer requirements.
Plans, prepares, and conducts program, system, and integration testing; generates test data; analyzes test results to detect errors.
Creates and maintains a project plan of associated activities.
Performs data collection tasks necessary to complete internal and external client requests. Employs quality control techniques to protect integrity of County data.
Prepares and maintains documentation of all maintenance activities performed on spatial databases.
Assists with the administration of ArcGIS server application and services.
Prepares County data releases for internal and external clients.
Assists the Customer Support team install and troubleshoot GIS software installations.
Provides assistance to County employees by resolving problems, explaining procedures and methodologies, and providing training.
Compiles documentation of program logic according to internal standards and develops documentation for users.
Assists programming staff and users with development standards and techniques.
Participates in the development of new techniques and departmental standards.
Performs other duties as required.
Knowledge, Skills, and Abilities:
Must be able to develop GIS services utilizing software specific or general integrated development environments, i.e., Python or Visual Basic.
Must have strong analytical and troubleshooting skills and a high degree of technical competence in geospatial development, analysis, and design.
Must be able to communicate effectively both verbally and in writing, including the ability to articulate user needs in technical and non-technical terms. Must be able to work collaboratively and effectively with IT staff in cross-disciplinary projects, integration of databases and technologies.
Must be able to work closely and effectively with GIS service and resource users to determine functional and technical project requirements.
Ability to work independently and in a team environment.
Maintain regular and punctual attendance.
Required Education and Experience:
Bachelor's degree in computer science, geography, planning, or related field.
Minimum two years of experience with ESRI GIS software.
Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.
GIS Specialist II: Bachelor's degree in computer science, geography, planning, or related field.
Minimum five years of experience with ESRI GIS software.
Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:
Three years of experience with ESRI GIS software.
GIS Specialist II: Six years of experience with ESRI GIS software.
Licenses/Certificates:
Must possess and maintain a valid driver's license.
Pre-Employment Requirements:
Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Duties are primarily performed and remote work environment dependent upon Department discretion and business needs, although some field work and travel are required. May be required to occasionally lift office supplies weighing up to 25 pounds. Position may require an on-call status and weekend and/or evening hours.
