Salary: Grade A12, Step 1, $29.60 per hour
Certifications/Licenses: Valid Driver’s License (Required), Required to obtain a Grade 3 Water Distribution Operator License and a Grade 2 Water Treatment Operator License as issued by the Massachusetts Board of Certification of Drinking Water Operators within (2) years of the date of hire.
SUMMARY
The City of Chicopee’s Department of Public Works – Water Division is hiring a Senior Engineer that performs a professional engine e ring and administrative position. This position requires strong Engineering skills in the office as well as in the field, and personnel management. The Senior Engineer is the lead Design Engineer for the Water Department and is responsible for developing construction plan sets for "in-house" and bid projects. The Senior Engineer provides support to the Water Superintendent and Assistant Superintendent with participation, and skilled technical expertise in the operation and maintenance in all areas of the Drinking Water division of the DPW, including but not limited to the drinking water distribution system and the drinking water treatment facility in accordance with all applicable Local, State, and Federal regulations. The Senior Engineer's responsibilities include supporting the Water Superintendent and Assistant Superintendent/Engineer with overseeing all aspects of the drinking water system and maintaining compliance with all entities such as the Massachusetts Department of Environmental Protection, the Environmental Protection Agency, and Massachusetts Water Resource Authority.
ESSENTIAL DUTIES INCLUDE
Plan, organize, and direct staff on "field operations" necessary for all "in-house" construction projects, on a daily basis.
Review, for the Water Superintendents' approval, "Preliminary Sub-Division Plans", "Definitive Subdivision Plans" and Building Permits pertaining to water utilities as submitted to the City of Chicopee.
Implements the use of hydraulic modeling software (WaterGEMS) to design unidirectional flushing sequences as well as to analyze the effects of changing conditions of the water system i.e., water main replacement, hydrant flushing, valve manipulation, etc.
Implement the Water Department "Shut-off Policy" as passed by the Water and Sewer Commission.
Implement on an ongoing basis the recommendations in the ISO report of 1998, including but not limited to the setting up the data base documentation of hydrant maintenance records. Assists in data preparation required to complete the Water Supply Statistical Report submitted yearly to the Department of Environmental Protection as required by Law.
Must have knowledge of ICS (Incident Command Systems) and emergency response guidelines and will apply these to update the Water Department’s Emergency Response Plan as submitted to the Department of Environmental Protection.
Must be available for emergency response nights, weekends, and holidays.
Adheres to and assists in the enforcement of all state, federal, and local safety regulations as well as City of Chicopee Health and Safety policies.

To be minimally qualified for this position, one must meet the following criteria:
Massachusetts Class D Driver’s License (required)
Required to obtain a Grade 3 Water Distribution Operator license and a Grade 2 Water Treatment Operator license as issued by the Massachusetts Board of Certification of Drinking Water Operators within two (2) years of the date of hire.
Bachelor’s Degree in Mechanical or Civil Engineering, or closely related discipline. Associates Degree in Science and a minimum of five (5) years’ experience in engineering and design of water distribution systems and water works operations may be considered.
Knowledge of OSHA regulations and requirements.
Demonstrated working knowledge of pertinent Federal and State regulations.
Knowledge of the principles and practices of Civil Engineering as applied to water engineering and construction, focused on hydraulics of water distribution and treatment systems.
Knowledge of planning and project management techniques.
Knowledge of public bidding rules, preparing of bid packages to include product specifications and bid review.
Ability to understand and interpret engineering plans and specifications.
Demonstrated working knowledge of AutoCAD, WaterGEMS, GIS, PermitEyes, Windows and Excel software.
Knowledge of in-scope, metal detectors, measuring tape, survey equipment, leak detection equipment, and various drafting equipment and techniques.

This role is classified as Grade A12, Step 01 , with a minimum starting pay of $29.60 per hour with periodic step and pay increases upon continuous completion of employment with the City of Chicopee.
